The Committee on Ministry Support Unit exists as fulfillment of the Book of Order G-11.0500: “Each presbytery elects a committee on ministry to serve as pastor and counselor to the ministers of the presbytery, to facilitate the relations between congregations, ministers, and the presbytery, and to settle difficulties on behalf of presbytery when possible and expedient.”

Therefore, the Committee on Ministry’s primary mode of being in relationship - after the model of Jesus Christ - takes the forms of pastor, counselor, facilitator, and companion in the journey of faith and ministry. The Committee on Ministry supports and oversees all ministers of the Word and Sacrament, Certified Christian Educators, Commissioned Lay Pastors, non-ordained temporary supplies, Sessions, and congregations. The Chair of the Committee on Ministry, or a representative designated by the Unit, serves on the Coordinating Council and shall exercise appropriate confidentiality in all the Unit’s work.

The responsibilities of the Unit include the fulfillment of all the duties assigned in Book of Order through the service of the Companion (from the Old French and Latin, com panis, or “bread with”) in ministry and specialty teams. The COM has the authority to dismiss ministers to other presbyteries.

A. Companion in ministry - Each Committee on Ministry member becomes a
Companion in ministry to pastors, Sessions, and congregations.

B. Specialty teams - The Committee on Ministry specialty teams equips and
supplements the Companions in their work with individual Sessions
congregations, and pastors, as needed. These teams strive for elder and
clergyparticipation, and add adjunct team members from outside the
Committee onMinistry as their expertise is called for, or as on-going
members. Each Committee on Ministry member serves on one team, in
addition to being a Companion. One member of the team shall serve as
team coordinator.

The Congregational Development Mission Unit is responsible for actively working with the churches of presbytery to deepen and expand congregational life through ministries of evangelism, community outreach, revitalized worship, Christian nurture, and church transformation, and to oversee the organization of new congregations. The Unit develops covenants between presbytery and churches being served.

Congregational Redevelopment:
o Encourages and promotes evangelism with all of presbytery’s congregations,
providing training in community outreach and evangelism for church
Sessions;
o Provides nurture and encourages ssmall membership churches; reviewing,
evaluating, and establishing the level of assistance for churches requesting
financial support from presbytery; and creating and overseeing a
Small Church
Network for regional gatherings for sharing and education;
o Developes, provides, and promotes training events related to church
redevelopment and church transformation;
o Promotes the redevelopment and revitalization of churches through
consultation with church Sessions and Session committees;
o Initiates and seeks opportunities to plan with Sessions to identify
specific area of ministry suitable and attainable for each congregation;
o Works actively with each church identified by the Unit as in need of
redevelopment and revitalization, consulting on demographic trends, and
assisting with assessment of ministry and mission leading to a strategic action
plan, mission goals, and timelines for implementation.

Small Church Task Force:
Members: Harry Hassell, John Cheetham, and Ramsey Russell

New Church Development:
o Oversight for developing a long range strategic plan for new
churchdevelopment, including the use of demographic resources to project
population and regional growth trends;
o Establishes policies and procedures to guide the organization of new
congregations;
o Recommends to presbytery the optimal timing and site location for the
development of new congregations;
o Reviews and evaluates each new church development project on an
ongoing basis until the new church is self-sufficient;
o Creates and sustains a support system of “Advocates” for each new church
development; and
o Maintains oversight and support for new congregations through no less than
the first five years of the church’s growth and development.

The Outreach Mission Unit is responsible for making the presbytery aware of opportunities for mission within the presbytery and throughout the world, and encourages and supports ministries of mission outreach within each of presbytery’s congregations. It serves as presbytery’s principal “voice” and advocate in addressing issues of justice, mercy, and mission.

The responsibilities of the Unit include:
o Developing and promoting outreach ministries within the bounds of the presbytery
as set forth in presbytery’s Mission Statement and Program Priorities;
o Aiding congregations in meeting human needs and serving as an advocate
for ministries of justice, mercy, and mission;
o Reviewing the covenant relationships that exist between the Presbytery of
Middle Tennessee and the Monroe Harding Children’s Home and the
Martha O’Bryan Center, and seeking ways to support and promote these
and other ministries that have been endorsed and approved by the Presbytery;
o Developing and overseeing international mission partnerships and promoting
participation in mission exchange programs;
o Planning, developing, and supporting local efforts of ethnic minority mission and
ministry, especially among immigrant and refugee populations;
o Using creativity and imagination in planning and promoting presbytery-wide
programs of mission education for presbytery’s churches;
o Having oversight of and giving support to ministries of higher education;
o Promoting the denomination’s Peacemaking program by encouraging
churches to become Peacemaking congregations; and
o Overseeing and promoting the presbytery’s Hunger Action program.

Administration & Finance Mission Unit meeting schedule for 2009

The Administration and Finance Mission Unit consists of nine members, one of whom is the Treasurer of presbytery who serves with full voice and vote. The Chair, or a representative designated by the Unit, serves on the Coordinating Council.

The responsibilities of this unit include:

* Managing presbytery funds
* Assisting the Executive Presbyter
* Assisting in managing the budget building process
* Reviewing requests for fund
* Overseeing the disbursement of funds
* Recommending to the Coordinating Council for approval any changes in line item budgets;
* Meeting monthly to review budget status and act on requests for
changes in line items.
* Arranging for an annual opinion Financial Audit and Management Letter from a Certified Public Accountant;
* Training treasurers and church administrators;
* Authorizing signatures on presbytery accounts;
* Serving as Trustees and members of the Board of Directors of the
Corporation: Trustees of the Presbytery of Middle Tennessee,
Presbyterian Church (U.S.A.), Incorporated.
